Bug#77071: copyright tetex-lib should be LGPL

In the copyright file of tetex-lib, it is stated as
Copyright for tetex-bin and tetex-lib:
The teTeX distribution is free software; you can redistribute it
and/or modify it under the terms of the GNU General Public License as
published by the Free Software Foundation; either version 2 of the
License, or (at your option) any later version.
but I think tetex-bin and tetex-lib are NOT under the same license.
As far as I checked, tetex-lib contains only libkpathsea.so.*
and the kpathsea library is under LGPL. It is declared clearly
in kpathsea.texi as
We distribute the library under the GNU Library General Public License
(LGPL).
In some case where one makes a variant on TeX system with kpathsea
library it is essential problem if the kpathsea library is under
GPL or LGPL.
Please check and change the statement of the copyright file of tetex-lib.
