Bug#76671: inadequate specification of texlinks

fmtutil and texlinks seem to cooperate with each other
but I noticed that

- fmtutil can create *.fmt selectively with --byformat
even if "cnffile" contains many entries,

but on the other hand

- texlinks create every links for the entries listed in
"cnffile"

I think texlinks should be able to create links selectively
like 'texlinks --byname alatex blatex' which would create
links tex->alatex, tex->blatex.

How do you think?
