Yes, this worked eventually. I removed every package related to Czech
support and TeX. Since the problem did not go away (it still loaded
Czech hyphenation support) I reinstalled tetex-base and tetex-bin,
which helped (this ran initex to rebuild the .fmt files, which I have
no idea how to do manually). Apparently babel does not like the
Czech/Slovak support packages anymore.
Incidentally, this also fixed another problem where itemize lists were
sometimes left without bullets.
