We've already got a bug on this one -- see #64470.  

The problem is that pdflatex.fmt has to be built on your system,
and currently isn't.

The short-term solution is for you to type (as root) 

   fmtutil --byfmt pdflatex

The long-term solution is to apply a patch to fmtutil that was
being discussed around the time that potato was ramping up for
release, and there were lots of other, more important, bugs that
needed to be squashed.
