I see, the version of LaTeX2e is irrelevant.
There might be some other reason which I could not guess.

Some comments;

- jlatex comes from jtex-bin (and jtex-base also) package,

ii jtex-base 1.8-2 basic jTeX library files.
ii jtex-bin 1.8-1 Japanese TeX (NTT version) and other japanes

these can coexist with tetex-* packages.

- about cslatex my system is as follows;

ii cslatex 1.2.1 LaTeX for Czech/Slovak typesetting
ii cstexfonts 0.6.0 Czech/Slovak fonts for TeX
ii csplain 1.2.1 Plain for Czech/Slovak typesetting

And I will keep my system as it is now in order to test
this problem for a while ;-)

Furthermore I noticed some difference between latex and jlatex,
that is, in case jlatex it displayed at early stage

Babel <v3.6x> and hyphenation patterns for american, french, german, ngerman, n

but latex did not. Does this tell anything to you or do you find
anything important in the following outputs?
