Well, I am very sorry for my insufficient explanation.
The above is not my final conclusion but only temporary
statement.  Let me explain a bit.  In this step I assumed that
with '%G' in config.pdf there was certainly problem when one
used the Blue Sky/AMS/Y&Y Computer Modern fonts by the same
possibility of the problem taht one encountered with 'G' and other 
type1 fonts.

But it seems not right assumption.

Yes I quite agree with you.  I might overestimate the following.

I snipped your technical explanation but thank you for your 
detailed investigation.

I see.  It might be another bug of info file of dvips.
And I checked the message of 'dvips --help'.
