It's broken wrt the library path for all other X libs, which are now located
in /usr/lib, yes.  This means that packages picking up their X flags using
any of the standard methods (xmkmf, autoconf...) won't be able to find
libice.

An update to libice is in the works, but held up pending the fixing of the
remaining packages in testing that wrongly depend on the obsolete xlibs
package.
