Yes. When I'm root then su to myself and ftp, it offers to log in as
root (this is all happening on the local end). But the server (on the
other end) won't allow it -- it just keeps asking for root's password.

All this is (probably) dependent on the particular ftp software on your
systems.

Try accepting the offer to log in as root. It should fail.
