I downloaded the full CD, and typed "net" at the initial boot prompt
on the first attempts, and used the default choice (and actually did
install things off the CD) and later attempts.

It seems like that'd be better for power users and not too intrusive
for beginners.

Yes, the "load installer modules" item; I ran at medium priority
(though there were debug messages fairly late on that it was switching
to low priority, I think this was far after that).  I got choices to
install dhcp-udeb and things like that.
