emacs21-el depends on emacs21 (=21.1-7),
and only emacs21 21.1-5 is available on m68k.
What it means is that by installing emacs21 21.1-7 source to testing,
it will pull in emacs21-el 21.1-7, which is not compatible with
emacs21 21.1-5 in m68k.
So this means, emacs21 has not been built on m68k.
(By the way, the packages pulse before the Christmas season was rather big...)
