woody network installation problem: "Can't download adduser"

Hi,

I want to install woody from scratch over the network. I have done the
following steps:
- downloaded disks-i386/current/images-1.44/idepci/rescue.bin 
         and disks-i386/current/images-1.44/idepci/root.bin
- putted them on floppies and rebooted.
- I selected installation over network; 'drivers.tgz' and 'Release' were
  downloaded from http.us.debian.org.
- But then the installation stops saying "adduser not found"

Have a suggestion? Thanks
