This is how I got it to work.

1. Downloaded kernel-image-2.4.21-sparc32-smp.deb
2. Converted to an rpm with alien
3. cpio2rpm kernel-image-2.4.21-sparc32-smp.rpm | cpio -i
4. Copied all the files by hand to where they needed to go
5. symlinked the new kernel
6. rebooted to the 2.4.21 kernel
7. apt-get -f install
8. apt-get dist-upgrade

No perfect, but it got me around my problem.
