it sounds like you're booting from the floppy and using the cdrom as root.
Have you tried making a root floppy image instead of using the cdrom as the
root filesystem?  It's also possible those images are out-of-date, especially
with a cdrom distribution.

the root= thing should have worked, at least it did for me.
