Current Debian sid kernel version is too far behind the upstream
version. I assume there must be a lot people using sid inspite of all
the warnings from the website.

Sid has almost missed 5 kernel updates in the latest 3.10.x series.
upstream has 3.10.16 whereas Debian has 3.10.11.

There must be at least 2 dozen security fixes until now and the sid
users are vulnerable to this situation right now.

Why is the siutation like this?

Because it is not a good use of Debian resources, nor those of its developers, to religiously follow upstream releases in sid regardless of the rationale.

Sid has no security support and no user support, and this is made abundantly clear in the documentation.
