ortools package

Hello Debian Science team,

Please keep me in Cc, not part of the list.

I recently filled an ITP [1] for Google's OR-Tools [2].

I would like this package to be introduced in the Debian Science team. I
have requested access to the team on Salsa, but did not get any answer
so far.

The current implementation depends on some source packages to be
reviewed by the Debian Python team. Nevertheless I would like to create
the repository on Salsa, put my initial work on it and ask for feedback
as it contructs a good number of binary packages:
