Install Problem with dbootstrap - probably missing newline?

We had a problem with the installation (with lcs now):
When installing the base system the dbootstrap-part exits with:

/proc
seems to be a missing newline. But we also get a strange output on the
3270-Terminal:

opening a shell and doing the chroot & mount -t proc proc /proc manually does
work but zipl (which we copied from the install system to /target/sbin) fails
with:

adding Parmline : /boot/parmfile located at 0x00001000
Error opening eckd bootloader input file /boot/eckd0.
Error: Could not install ECKD bootloader for compatible disk layout.
Now we're stuck.
