Please unblock package python-cogent

This package was earlier stuck due to numba incompat with python3.11
and then later due to a redundant build-dep on jupyter-sphinx. This was
uploaded recently after other issues got sorted out.

It would be great to have this package back to testing and also in
bookworm.

[ Impact ]
Users would loose this package in new release.

[ Tests ]
It has autopkgtests which pass as per britney

[ Risks ]
This is a leaf package so no risk.

I have not attached any debdiff as this is not in testing and hence no
reference to take diff against.

A version of python-cogent package is already in testing. Sorry for not seeing it
properly. This should migrate in due course of time and hence I am
closing this bug.
