Dear release team,

I would like to ask a transition slot for the fcl library. Upstream
published a new version with a soname bump.

We have had a lot of problems to build in many archs, but the last one,
(mipsel) finally worked with the last version of the package.

The only package that depends on fcl is dart, and I have built it (amd64).

Please accept the transition slot.
