I had completely missed these two source packages.

At first glance, a simple NMU should be sufficient for plplot. The
part building an Ada library is already not conformant with the Ada
policy, so an NMU would not make the situation worst.
Also, the package is involved in the python3.7 migration.
I suggest to wait after these transitions to make the package
conformant with the Ada policy (this will include a passage through
NEW).

ghdl seems more challenging. It relies on internal structures shared
by gcc-7 and gnat-7. A simple NMU will fail because of the versioned
build dependencies, and blindly updating the build-dependencies will
most probably not be sufficient.

What do the two maintainers think?

[unrelated status update for the transition]
The current blocker is libgnatcoll. Its fix requires another passage
through NEW for the same reasons than libxmlada did.
