Please unblock package python-passlib

This should have got into testing anyway, but had an incomplete
debian/copyright file, that resulted in RC bug #752080. It looks like
the version in testing has the same problem.

Version 1.6.1-1.1 adds Python 3 packages and some dependancies.

Version 1.6.1-1.2 adds a missing dependancy. This was a good version
apart from this error and has received months of testing in unstable.

Version 1.6.1-1.3 amends the copyright file. It just got accepted into
Debian unstable.

Unfortunately, as I am not the official mantainer, I didn't notice this
RC bug until about an hour ago.
