It's actually because of debian/patches/14_require_gl_directly.patch
which was recently added by Sjoerd and gnome-shell relying on
libclutter-1.0-dev to pull libgl1-mesa-dev. On arm libclutter-1.0-dev
depends on libgles2-mesa-dev though instead of libgl1-mesa-dev and
libgles2-mesa-dev doesn't provide gl.pc.

As we actually don't use the GLX API on arm
(debian/patches/04_remove-glx-dependency-on-armel.patch), we can either
update 14_require_gl_directly.patch to add the gl dependency
conditionally, or simply add an explicit build-depends on
libgl1-mesa-dev to gnome-shell.

The latter is simpler and I'd probably just do this, but I'm not sure if
it has any downsides.
