Bug#1032258: plasma-welcome: contains unintended patches providing a nonsensical welcome screen

Justification: not suitable for inclusion in a stable release in this form

To reproduce:

* install Debian 12 with Plasma
* install plasma-welcome
* run plasma-welcome

Expected result: a welcome screen that makes sense

Actual result:

* a window titled "Welcome to KDE Plasmama"
* which claims that "Debian is a free and open-source desktop environment"
  (not true) "created by KDE" (also not true)

This is caused by
https://sources.debian.org/src/plasma-welcome/5.27.0-1/debian/patches/toto
and
https://sources.debian.org/src/plasma-welcome/5.27.0-1/debian/patches/toto2
which don't seem to have been intended to be included in the package, and
aren't in the git repository.

5.27.2-1 doesn't have those patches, but needs to migrate into bookworm
for this to be fixed.
