In this case, "qml-module-org-kde-kcm" seems to be missing.

Probably because none of us has ever tested running the systemmonitor 
without Plasma being installed.
qml-module-qtquick-dialogs is installed automatically when you install 
plasma-workspace or plasma-desktop.
qml-module-org-kde-kcm is installed automatically when you install 
systemsettings.

If you find further missing QML modules, please post them so that I can 
add them explicitly as dependencies.
