The out of date kmenuedit saves configuration files in the wrong directories, causing most menu edits to be lost. The newest version in repositories is 4.8.5. The newest version available from upstream is 5.10.5. The version of kmenuedit in the repositories does not work with the version of plasma that is available in the repositories.
The recommended solution is to package a more up-to-date version for Debian and submit it.
Closing the issue as, it's not really an issue for 4:5.8.4-1 (when using with plasma 5.8) nor a current issue with plasma 5.10.
