When reading the manpage, it seems -h is the correct switch. Without -h or -r
the system goes to runlevel 1.
-P just changes the default halt action.
In any case, it is fixed upstream (I think in 4.6.3) with the following patch:

So they chose: "/sbin/shutdown -h -P now"
