Bug#585406: klipper applet not available; klipperrc; AutoStart=false

So apparently you disabled klipper autostart (see below how)...

When you quit klipper via tray icon -> right click meniu -> Quit, it prompts 
whether you want it to start it on KDE startup.

Therefore I think this problem is more like user configuration error than a 
bug. Can the bug be closed?
