Bug#585136: kdebase-runtime: drkonqi reports bugs upstream, not following the Debian BTS policy

No, as user, you can file bugs in the Debian BTS, and you are encouraged to 
do this when it is a Debian problem (packaging, integration). However, when 
the bug is upstream it is usually a better idea submit the bug to upstream 
and follow up in whatever system upstream uses.

you must file bugs in the Debian BTS and not upstream, please let me know.
