Bug#398021: konsole: utf8 decoder can't decode multibyte characters crossing received chunks

When I ssh to a remote computer to use some UTF-8 application, characters randomly start popping up as question marks.
They only appear when there should be non-ascii characters. I've looked at the source, and suspect that
TEmulation::onRcvBlock will throw away incomplete sequences instead of saving them until more data arrives.
To reproduce: Start an UTF-8 intensive application (mutt with graphical threading) over a slow connection,
hit CTRL-L (redraw screen) a few times and you will notice question marks.
