Bug#394417: kgpg: Does not seem to understand unicode.

Dear maintainers,

When importing a key, I got a popup saying:

This kind of behaviour usually indicates that the program tries to
print unicode-encoded characters as if they were ISO 8859-1(5).

Depending on the cause, this bug may be a duplicate of #385778.
