Bug#358623: marked as done (kwifimanager: should be called using kdesu)

wireless-tools instead of libiw28 because it uses and parses iwlist.

kwifimanager's non-root abilities should be much enhanced in 3.5.2, 
making running it as root unnecessary for all but configuration, where 
the program prompts the user. So this bug can be closed.
