Bug#283404: kopete: doesn't ask for passphrase -> can't decode encrypted messages

can't reproduce here. do you have the appropriate settings in:
kopete -> settings menu -> configure plugins -> cryptography -> "Do
not ask for the passphrase?"
(otherwise, a running gnupg-agent should take care of asking it).
