You have them only for suites that have this feature enabled. These are
all where the following query hits (in projectb):

projectb=> select suite_name from suite where include_long_description is false;
        suite_name        
--------------------------
 unstable
 proposed-updates
 testing-proposed-updates
 experimental
 testing

And while proposed-updates is currently in discussion within SRMs, if we
keep it there, it is entirely unlikely that it will be enabled at all
for anything "older" than those. Though, if the (O)SRMs request it, we
would do it, I don't think they will, especially not for oldstable.

Your best bet is to wait until after next release, where it will reach
stable too.
