[RFS] ncpfs

Hi,

Last year I did a QA upload of ncpfs, however there was an Ubuntu bug
reported when it landed in Ubuntu that gcc changes caused it to break:

Steven Harms proposed a patch for the package, so I am submitting it 
here for inclusion in Debian.

I must admit that I am not knowledgeable enough about attributes to
understand the proposed fix completely, so any review would be most
welcome.
