Bug#240829: packages.qa.debian.org: some package pages are empty

I guess that's caused by master running out of diskspace today, and
that bugs.txt was not fully created. 

We're just about to change the script creating that bug list, and move
that away from master. So, I guess we'll be able to finaly fix it in
the next days.  (But it's connected with creating a bts-backup at
merkel, and updating the dns-records of qa, so it may take some days.)
