/etc/X11/xaw-wrappers.conf was easy to understand - I _knew_ how to set
things up so that, for example, eximon didn't use the xaw3d widgets.
The comments in the config. file told me all I needed to know.

Now, not only is the process more complex (see bug 38126), there's no
documentation on what a local system administrator should do.  There's
documentation for packagers, but what if a packager got it wrong, or a
system administrator has locally installed programs that need wrapping?

There needs to be an option for the local administrator to designate
packages for wrapping, and that method needs documenting.  At the very 
least, I would expect a message to the effect of "there is currently
no method for allowing the local system administrator to designate
files to be wrapped..." to appear somewhere, preferably in the
README.Debian file or the update-xaw-wrappers man page.
