There is no python2.1-dev (or other version) build-dep, and this
leads to two problems.

First, the package is inconsistently built; a buildd would likely
not include the python module support. This violates the spirit,
if not the precise letter, of section 2.4.2 in the policy manual.

Second, as I discovered this afternoon, it means that if
python2.1-dev has been installed on a box, but is no longer,
the Makefile for python modules detects the now-empty directory
/usr/include/python2.1, assumes python2.1 is the proper version
against which to compile, and the build fails because Python.h
cannot be found.
