Focussing on "standard" packages would be best (Priority: standard, and
stuff in tasks, including X, KDE, Gnome, emacs, etc); and focussing on
longstanding RC bugs would work pretty well too (there're a whole bunch
that've been open for months, some for over a year).
My count says there're only about 40 RC "standard" bugs, although it
underestimates by a bit.
Of course, if you want to look at normal bugs too...
