This is really a dpkg-dev bug (dpkg-shlibdeps calls chown when
non-root), but we need to work around it somehow.

I can clean out some of the ssh2 stuff, but somebody who actually knows
about ssh should have a look at the ones that aren't just build
failures. None of these packages seems to have an outstanding ITA filed;
I can't find either an O or an ITA for kdeutils.

If you're working on a package whose maintainer is
debian-qa@lists.debian.org, please change the maintainer to
packages@qa.debian.org while you're at it, so that we can eventually
look at just the one list.
