Even though it seems to be officially under QA maintenance I have decided
to mention that a new release was out there for a while already. There was an
initial attempt to update packaging for 0.4.0 but then it was rolled back
(instead of just branching off previous point) in
https://salsa.debian.org/python-team/modules/citeproc-py/commit/09c1bb10d81ba35e8e65b5ace6dfa9fe76b3520a
to proceed with maintenance 0.3.0-3 upload.
One outstanding issue I now recall was Build-Depends on rnc2rng which was yet
to be packaged, RFP for which is http://bugs.debian.org/865666
It is a tiny library and comes with some tests, last commit from Jul 2018
though states that no 3.7 support yet
