there should be something like /boot/config-2.4.27-powerpc on your
machine which you can check for aforementioned CONFIG_*.
i did not use 2.4 kernels on my machine since beginning 2004, you might
try to install kernel-image-2.6.8-powerpc.

then it really looks like a kernel (or not-loaded-driver) problem.
