Be careful with the memory range you specify to pcmcia code in
/etc/pcmcia/config.opts. Standard PC defaults may not work; and the
correct values are not trivial to find. I have no specific advice though
for the 3400....

No, it can't be the internal modem because that would not be a 16x50
chip handled by the 'standard', i.e. PC-style 16x50 serial support.
Internal would be handled by 8530 serial code. Something like this:
PowerMac Z8530 serial driver version 2.0
tty00 at 0xfcea6020 (irq = 15) is a Z8530 ESCC, port = modem
