2.4.0-test and 2-3-99-pre are significantly different in a number of ways.
I don't know for sure if PPP is part of that, it seems quite possible
though. 

I would expect 2.4.0-test from Paul's site and stock 2.4.0-test to be
different as well, because Paul incorporates the various changes that fix
random brokenness on PPC while he collects the stuff for merging with the
mainstream branch. 

Anyway, the 2.4.0 Changes says you need pppd 2.4.0b1 (at least), and need
a device /dev/ppp c 108 0 either manually or via devfs. But that's been
required for 2.3.99 as well.
