Well this seems to be a webserver configuration issue because the
actual file on the server is compressed only once. If you download the
file with wget it is not compresssed twice, but this happens with firefox.
This is strange since other compressed files like by_vote.gz work fine,
maybe this is linked to the  .txt extension.
