I haven't heard of it either, I personally go over the upgrading checklist by policy version before I update the field in any packages I am working on.

It would be enough to add to lintian a CLI option to force a standards-version to use as baseline, hopefully?  Assuming it doesn't have one yet, which it  might very well have...
