Can you send your suggestions as a patch to the docbook files?
$ svn co svn://svn.debian.org/ddp/manuals/trunk/developers-reference
$ cd developers-reference
$ sensible-editor l10n.dbk
$ svn diff >/tmp/patch
And send the /tmp/patch file to this bug report.
