Bug#359817: debian-policy: dpkg-gencontrol now uses -isp by default

For this sort of editorial change, should one still follow the procedure
defined in /usr/share/doc/debian-policy/policy-process.txt.gz and retitle
the bug to [PROPOSAL]?  Or is that unnecessary overhead for this sort of
change?
