Bug#141307: [PROPOSAL] Finish the build-{arch,indep} stuff

Section 7.6 doesn't yet mention build-{arch,indep}.  Here's a patch:

      `Build-Depends', `Build-Conflicts'
           The `Build-Depends' and `Build-Conflicts' fields must be
           satisfied when any of the following targets is invoked: `build',
-          `binary', `binary-arch' and `binary-indep'.
+          `build-arch', `build-indep', `binary', `binary-arch' and
+          `binary-indep'.
 
      `Build-Depends-Indep', `Build-Conflicts-Indep'
           The `Build-Depends-Indep' and `Build-Conflicts-Indep' fields must
           be satisfied when any of the following targets is invoked:
-          `binary' and `binary-indep'.
+          `build', `build-indep', `binary' and `binary-indep'.

Note also that Build-Depends-Indep needs to be used for the build
target.
