Bug#36151: REJECTED] /etc/init.d scripts should specify an explicit PATH

I had the problem when once I wrote a script that was
calling /etc/init.d/sysklogd which called start-stop-daemon.
Now /sbin/ was not in the path of the calling user (it was
news) and so I had to set the PATH myself before the init
script.

I do not think this is how it is meant to be, given that
/sbin/ is probably not in the typical user PATH setting for
a reason. And it is not the default anyway.

Just some input on that.

Regards,
Alexander
