That's correct.
http://lcweb.loc.gov/copyright/faq.html#q49 might make much of this
discussion pointless, because I'm not sure how we're going to legally give
many people a copyright even to their section (particularly if they
changed somebody else's wording).
Just handing over the whole thing to a non-profit legal entity might be
the best solution.
