You are very confused. Where on eareth did you get the idea
that every single devgeloper has to add stuff to the maintainer
scripts right now? That would be silly (and worse than the objections
that want the move done instantaneously).
Let me spell it out slowly:
a) Not all packages can be changed instantaneouly, or even before we
release potato.
b) By default, packages that have not moved to /usr/share/doc do not
add anything to the postinst/prerm.
c) When you move your package to 3.0.2; and do the work for the
conversion, also add the stanza to the maintainer scripts.
See? Gradually, the stanza are being added to the packages
that have changed over. No one is sayiong all packjages change
all at once.
d) wait for a period, until all packages are moved. Could take 18
months.
e) When you upgrade to policy 4.8.99.12; or whtaever, remove the
stanzas from the maintainer scripts.
All this if done one package at a time, gradually.
